Players with the tailoring skill can purchase the recipe for this pet at the Tailoring Emporium plot in the garrison or from the tailoring vendor at the Alliance or Horde faction hub in Ashran. The recipe costs five Secret of Draenor Tailoring; crafting this currency has a one-day cooldown.

The Elekk Plushie is part of the achievement "An Awfully Big Adventure" which rewards the pet Trunks.

To complete this achievement, players must battle trainers with the Elekk Plushie on their team. Because the plushie doesn't have any actual damaging attacks, it's considered a "carry pet". However, its large health pool at max level does allow it to soak some hits.

The Elekk Plushie does not have to be swapped into battle for one round to count towards the achievement. It can happily sit on the back row and only needs to be on the team during the encounter.
