Okay, after some research I found out from other posts on Wowhead that there are a few quests in Winterspring that you need to do BEFORE you can buy the Schematic from Xizzer Fizzbolt. All the NPC quest givers are in the same area.

1.) Speak to Lilith the Lithe - and Complete her Quest chain

2.) Speak to Kilram - then complete his Quest chain

3.) Speak to Umi Rumplesnicker - then complete her Quests

4.) Finally - now you can go to Xizzer Fizzbolt and he will sell you Schematic: Tranquil Mechanical Yeti
