This meant, with my PP crab, I only needed Whirlpool and 1 Surge to kill Devouring Blaze.
Once Living Coals came in I used Surge > Whirlpool > Healing Wave > Surged until the end. My whirlpool *did* crit here, so you'd probably need to use it again like in the strat above.
