Once you kill AND loot the Matriarch, the Orphaned Bloodgazer will pop up at the above coordinates.

The Bloodgazer Matriarch is only available when the Bloodgazer Swarm! World Quest is up in Azsuna.

You will need to bring Azsunian Grapes with you, which can be purchased from a variety of vendors in the Broken Isles.
