Timing is off with auto battle, he dodged the howl and was cocooned for the Surge of Power. Edit: Worked 2nd tme around, must have been a glitch in the Matrix.

As flickers moves are random and per the script, it will use the moves at set rounds rather than when it can do so without risk of it being dodged so this is working as OP intended.

This worked great. I do not have Blackfuse Bombling so I used Giggling Flame in its place which has both Flame Jet and Burn.

This worked really well, and the enemy were all almost dead by the time the 3rd pet came in so if you get lucky you could use any pet there.
