Additional Information:

The easiest way to get to Bert is if you have unlocked the Gnomeregan port from Manapoof after completing the Gnomeregan Pet Battle Dungeon.

If you have not unlocked the port from Manapoof, you'll need to get to Bert the old-fashioned way. He is located not far from the entrance to the regular Gnomeregan dungeon, at the bottom of the elevator.

This pet has a chance of dropping in the reward for defeating Bert's Bots in Gnomergon (Leprous Sack of Pet Supplies). As indicated in the comments at Wowhead, for those folks with no Alliance characters, it's easiest for you to just create a level 1 gnome and head over to Bert. (edited)
