To get xp, It either has to be in the active slot at least once - even if just for a turn and if it doesn't do any actions or receive any direct hits - or it has to be the last remaining pet alive. You'll often see strategies that use Explode (https://www.wowhead.com/pet-ability=282/explode) in order to accomplish the second case.

I use Mechanical Axebeak (P/B), Nether Faerie Dragon (P/P) and my leveling pet (lvl 8+)

The fights vary somewhat due to critical hits but the outcome is still the same. I've had 100% success rate.
Each turn is as follow...

Mechanical Axebeak starts
Haywire
Haywire continues
Lift-Off ( if haywire crit then just use Peck to save a turn)
Jinx dies
switch to Nether Faerie Dragon
Moonfire
3-4 Arcane Blast until Rocket is dead
Marshmallow appears
Moonfire
Arcane Blast (unless moonfire crit then just Pass your turn)
Nether Faerie Dragon dies
send in your Leveling pet
Switch to Mechanical Axebeak
Haywire
Marshmellow dies

That is my leveling tactic :D I only use level 8+ pets to level because cyclone could potentially kill anything lower unfortunately. I'll just save my lvl 1 pet leveling for Squirt or Sir Galveston. Hope this helps :D

Start with Baby Winston Do Primal Rage > Barrier Projector> Tesla Cannon x2-3 (in my testing only ever needed 2)

Switch to Curious Oracle Hatchling
Hit Cleanse (not only will you remove the tornado but the wind debuff at the same time) - Spam Water Jet, should only take a few. Keep eye on Tornado cd, turn it off cd Rocket will use it, so make sure cleanse is off cd (you can't let it stay out, otherwise you risk it hitting your leveling pet) in my testing, tornado never got a chance to do anything.

Rocket dies by 2nd Tornado cast. Marshmallow comes in
Use Water Jet, then backflip (you be faster since he under prowl interrupting his turn). Go until Orcale dies.

Switch in leveling pet
Switch in Baby Winston Primal Rage > Barrier Projector> Tesla Cannon x2 gg you win.

As stated below you can 2 man this if your Kun-Lai Runt is too slow to switch out as mine was. You will end the fight with Crusher.

Start with Crusher (1,1,2)
Anubisath Idol (1,1,1)

Crusher works great in this fight. Just spam Demolish on the last two pets and they go down fast. I was using a lvl 21 Crusher and he killed them both in just a few hits. Faster than Anubiseth Idol can. I used Sandstorm and then swapped to Crusher.

yes i used crusher 1 1 2 with acid touch which means he has a strong ability vs the 2nd pet he solo'd the first 2 pets with missing 1 demolish on jinx, the final pet had about 20% hp left send in any humanoid and pick up the win.

If you don't have a level 25 Kun-Lai Runt, the Grumpling pet from Winter Veil has pretty much the same moveset, just differing in slot one. Where the Runts are using Thrash, the Grumplings have Punish and Snowball. I wouldn't recommend Punish as the only enemy you would use it against, Jinx, is a Beast and Punish hits for lower damage against Beasts. Besides, Snowball hits for the same amount (as compared to the same breed of Kun-Lai Runt) the Runt's Thrash when it hits twice, which it doesn't always do (RNG is not your friend).
