To unlock Island Expeditions, you'll need to complete your faction's introductory quest chain for Battle for Azeroth until you get the Island Expedition (A) quest from Halford Wyrmbane & Island Expedition (H) from Nathanos Blightcaller. This is your breadcrumb quest that will lead you to the Island Expedition NPCs for your respective factions.
