Like Rotten Little Helper, it has a very handy combination of Ice Lance, Call Blizzard and Ice Tomb, which combined with a P/P breed are devastating against any non-critter. You can trade the weather for a rooting effect of Frost Nova, that will not boost the elemental damage but still improve Ice Lance, in those rare cases you don't want to switch an enemy out.
