The health restriction is actually less than, not more than, 1401 - I presume to prevent it from being swapped in.. I often assume all restrictions are "greater than" as well, without looking closely. :)

Note for the script: I skipped using Howl beyond round 1. With static abilities like Bite, there's no point in using Howl. It will do the same damage to Bite x 2 as it will to Howl > Bite, because Howl is a 100% buff, meaning it just mirrors the damage of your ability.

You are completely right!
Just checked the breeds I used (my Nether dragon is S/B).
As far as I can see Stormborne Whelp has only one possible breed (with 1400 health), the nether drake can be any BUT H/P (which is the only one higher than 1400).
I changed the breed for the nether drake.
