To all commenters below - patch 7.0.3 made this strategy invalid. I had to exchange the third pet and chose a Menagerie Custodian. Darkmoon Tonk works the same but is already used in many other places. Thanks for commenting and pointing this problem out! :-)

It seems like the turret is absorbing the howl now with the changes they've made. By the time I used surge, the howl was not active.

Just tried this and it didnt come close to working. I'm guessing they changed something. I have only done the tournament 3 times so far, and all 3 times were using the PWS + Chrominus wombo combo. Since they changed the PWS and basically screwed that pet up, I haven't found a working combo for Zao yet. Did these fights always have a "Boss" buff on them which reduces damage done by 50% and stop them from taking more than 35% of their total hp in damage?

I tried the wolf + spider + spider technique listed on one of your suggestions and that doesn't work either. As soon as the spider's webbing (regular or brittle, doesn't matter) lands, it removes howl even though there should be one round remaining. So it no longer double stacks. I can't find a winning combo for him now...

A buff lands on a turret's bullet here. What a pity.
Could you put a Darkmoon Tonk or DMD or something? (Just guesses.) I don't want to see that one gone! :<
