Are you sure this was meant for Watcher, the Magic, floating eyeball enemy? It takes weak damage from Aquatic attacks, and I certainly couldn't win with the above rotation. I had to use this from Turn 6 (because the Skitterling dies on Turn 5):

Turn 6: Bubble Blast
Turn 7: Greed Before Need
Turn 8: Bubble Blast
Turn 9+10: Shell Fortress
Turn 11: Greed Before Need
Turn 12: Bubble Blast

Now, the S/B has just enough health that it can kill Watcher if it takes no crits.

You also probably don't need 12 rounds if you have the P/S.

However, I checked your profile and you have all S/S Skitterlings, and it's likely pet 1 needs a power restriction because I don't think an S/S Skitterling can finish the fight if an H/H breed of Emperor Crab.
