Ran it through Pet Battle Simulator several times and it popped out as a 100% win rate. I don't trust that RNG. Just be cautious and plan accordingly!

I also added the RNG tag for Sandstorm misses, as well as the fact that not letting the Lil' Bad Wolf eat the Prowl-buffed Slicing Wind means it's still up when the Winter's Helper comes in. My health was < 100 when GoWV landed, and Status Symbol could have still hit me with another Slicing Wind if RNG wasn't on my side.

Concerning the problem you got, you must have done something wrong.
I don't know what you mean by "not letting the Lil' Bad Wolf eat the Prowl-buffed Slicing Wind" since the lil wolf tanks litterally all the buffed attacks. It's clearly not still up when winter's helper come in.
When lil wolf enters versus Status Symbol at turn 14, he is full hp. At turn 15 he still is full hp. At turn 15 he got attacked by full buff slicing winds, but the shadowmeld buff only stay for the first tick of the slicing wind. Even if the 3 ticks success and with crits, it can't kill the lil wolf.
The max dmgs of the ticks are 580+165+165=910hp. Way less than wolfs' hp.
To be killed at this moment, lil wolf must have way less hp. I did lot of runs and never died at the end. My worst one was 2 miss in a row for claw at turns 8 and 9 meaning wolf was hit more than expected by the rat, but he still had enough hp to survive to a 3-ticked buffed slicing wind. A 3rd miss in a row would have lead to need that the slicing wind fails its second or third hit (not buffed by shadowmeld buff) to survive. But the risks to have 3 misses in a row is 1/1000 and the chance for slicing winds to hit 3 times is something like 75%. So the probability to be in this case is 1 run every 1333 runs.
edit: i edited the script by adding the informations at turns 6, 13, and 19 that it kills the pets, to be sure that people follow well the strategy.

(In my original iteration, I still had to Claw the Rat on Turn 15, because you're using static rounds for when things go exactly as you state, instead of based on what's going on in the fight and what can happen)
Turn 15: Claw - chance to miss - 4 rounds
(Which means MY Dodge went up on Status Symbol's round 1)
Turn 16: Dodge - Status Symbol chance to miss, leaving the Prowl/Shadowmeld buff on - 3 rounds
Turn 17: Howl - Chance to miss - 2 rounds
(Explaining how my Helper swaps in on Turn 18 with 1241 hp, to a Status Symbol with buff on, taking 580 damage on the first Slicing Wind, then 110 on the next two hits that landed, leaving me with 441 hp)
Turn 18: Swap to Helper - 1 round
(On Turn 19 I took two Slicing Wind hits at 184 damage each because the Sandstorm mitigation was no longer up, leaving me with 73 hp)
Turn 19: Gift of Winter's Veil
So no, I didn't do anything wrong. I followed your rounds exactly how you laid them out. ^^

Edit2: If i put one more claw between turn 10 and 11 it should be the best option. Because it leads to the situation where the fight will fail if you miss 2 of the 3 claws, wich is a 1% situation, so very tiny rng, and it adds one turn so there is no possibility for the following howl to miss.
Edit3: still 10% risk to miss the howl at (updated) turn 18.
Edit4: @Mutanis will be the best option, i guess =) (edited)
