As long as turbo dies before his third round, you should win. (Unless Surge of Power misses, or you take some bad hits) It might take a few tries, but it will succeed.
Start with Boneshard. Bonestorm until dead. Swap to Void Shardling. Use Arcane Storm > Arcane Explosion until dead. Swap in Chrominius. Ancient Blessing only if Surge of Power misses. Arcane Explosion until only one enemy left, then Surge of Power for the win. |

The only variation I encountered that goes a bit sideways with the Starlettes is with the H/H breed. It has the potential to last a few rounds against Whiplash, so I just Powerballed until my H/H Starlette died.
As for the NFD, mine is a P/B breed, but I also ran this with my Sprite Darter Hatchling, which is equivalent to the S/S NFD. The only difference between this strat and the one change I made, was using Evanescence once.
Whiplash's rounds look like this:
1. Sandstorm
2. Cocoon Strike
3. Savage Talon
4. Savage Talon
5. Savage Talon
6. Cocoon Strike --- I PASSED here with NFD & SDH
7. Sandstorm --- Because you passed, you're faster. Use Evanescence.
Then clear Sandstorm with Moonfire, and Arcane Blast until dead.
Could it still go wrong if Whiplash gets a crit against the NFD/SDH? It might, but I had just below 50% hp when the fight was done.
