If you add in the:

use(Cleansing Rain:230) [weather(Sandstorm:454)]

condition will help kick it to ~97 - 98 %

Also, I know Pet Sim accounts for pet swaps, but you might also need to add

change(next)

to the bottom of the script for in-game use.
