I had a little bit of difficulty with this one because the Prios aren't super clear. Start with rip so Blood in the Water has a guarantee hit, Supplement with Surge and use Blood on CD, unless rip is about to expire. Took me three tries and it was still a bit of a nail biter, but I got it.
