1. Devouring Blaze goes first and Fishy dies before it gets hit in. If this happens and you proceed with the strategy as outlined, your PWS will Dive when Blaze heals, not avoiding any damage, and then potentially die before it can kill Living Coals. In this case, PWS should Dive as soon as it comes out to stand a chance.
2. Fishy could go first or second, but still barely survive the hit from Devouring Blaze. Devouring Blaze will heal on Turn 2 since it's been hit, so Fishy will get another hit in (or pass, either way, it won't die). Fishy would then die on Turn 3 no matter who goes first. The strat will still succeed, just not as outlined.
3. The strat might go as planned.
Funnily enough, this strat will work a lot better with almost any alternative pet except the Freshwater Crawler since depending on breed, it's almost always slower, and perhaps any SS breed because they might not have enough health to survive Cackling Flame. I used an S/B Eternal Strider and it worked as planned.
