To get to this rare there should be Aid From Nordrassil daily quest active.
Go to the quest area and instead of picking up quest items click on mushrooms.

The Fungarian Furor seems to NOT be a rare spawn of each Mushroom. If you have an Addon that shows you the ID of each object you Mouseover (such as idTip), you can see the IDs of the Mushrooms.

ID 151893 = DOES NOT SPAWN THE RARE Fungarian Furor
ID 135497 = SPAWNS THE RARE Fungarian Furor

I've tried it multiple times and every time i found a Mushroom with the ID 135497 he spawned. So you can run/fly around and search for the right one, if there doesnt seem to be one up, i think you unfortunately have to click a few in order to make them respawn.
