The Black Rat has pretty decent speed stats for most of the breeds. However, because it has a typical rat/mouse moveset and doesn’t come with any speed modifiers, you’ll need something like the S/S breed with the highest possible base speed.

This will help make sure you can get the speed bonus hit for Flurry, leave the enemy with two rounds of shattered defenses instead of one if you’re slower, and use Survival to your best advantage, which can pair nicely with Comeback.
