I got my Lil' Moss Rosy from a Mosswool Flower near the Rambleshire Flight Master on the Isle of Dorn.
You'll have to interact with different versions of a Lost Mosswool until it runs into safety in Rambleshire from the last location. Then you'll be able to see the Mosswool Flower treasure for your Lil' Moss Rosy.
When I did this on Beta, the treasure was temporarily invisible, I guess because another player put it on a respawn cooldown when they looted.
