Wowhead doesn’t have a drop percentage for the Albino Buzzard from the Torn Sack of Pet Supplies, but scrolling through the comments it seems that if you get this in:

1. Less than 50 tries you’re doing great.
2. 50-100 tries is decent.
3. 100+ might be typical.

However, this pet is cageable, so you can buy it at the Auction House if you don’t want to farm Crysa.

PvE
The only two breeds that stand out are the Health/Health for the HP amount to keep your flying buff longer, and the Health/Speed, for the speed once you lose your flying buff. However, since this is a drop pet without any spectacular stats, any breed will likely be fine.
