To get this pet you will first need to complete your 50 quest Class Order Hall Quest storyline, Journey of the Grandmaster which starts with:

01] Rise, Champions
and ends with
50] Champion: Almai

If you get stuck deep into the 50 quests in the storyline, this could be what you are looking for:

Fly to Deliverance Point on the Broken Shore and get the quest Champions of Legionfall

Now travel to your Order Hall and get A Brewing Situation

That should let you finish the 50 quest storyline and earn the achievement Champions of Legionfall


Next, you need to complete Gift of the Six which starts with Archmage Modera located in the Violet Citidale.
