Very nearly did with mine, too. I also didn't have Padaren Water Spirit so I subbed Blossoming Ancient as drevans suggested below, and BA only had to make two hits to finish things.

Thanks for the suggestion! I used a L17 Tiny Twister and he gained three levels. As it happened, both of my L25s died (PWS from Whirlpool right after Itchy died), so he would have gotten the XP anyway. However, if he hadn't been in for one round, then would Pandaren Water Spirit have killed Itchy a round earlier and not have died (so no XP)? What is the sound of one hand clapping? If a tree falls in the forest... Well, you get the idea. Deep, philosophical thoughts like these are too much for this little Hunter. Thanks again, everyone.

Still haven't gotten my Pandaren Spirits yet, so while trying alternatives I found that Tiny Twister (2,1,1) worked pretty well against Itchy, basically Flyby > Cyclone > Wild Winds, keeping the debuffs active.

This must of changed because Itchy is the 1st pet not Salty. I started out with Pandaren Air Spirit (2,2,2) along with the 2 above Tiny and Pandaren Water.

It hasn't changed. The strat is Call Blizzard, then Deep Freeze, which freezes Itchy. Which makes Bodhi swap pets to Salty Bird since NPCs won't keep stunned pets in play.

What happened with me was that after the first two moves, call Blizzard and Deep Freeze Salty Bird was stunned and Itchy was subbed in. So I had to sub in my PWS and do whirlpool, dive and water jet twice. Then Salty Bird came in again. Blizzard was still up, so I cast Deep Freeze again and that stunned him again and Marshmellow got subbed in. So I switched back to PWS, cast whirlpool, dive and then PWS died. So then I brought back in Snowman and cast Blizzard and Deep Freeze, he died. Then I had Electrified Razortooth come in. Used Rip and Blood in the water to kill Marshmellow and then killed Itchy with one rip. So, it's not a fool proof strat. when the order of the pets isn't the stated one :)

I only used the strategy up to Snowman dies against Grommet then brought in a Stormstruck Beaver for leveling to 25 before finishing off with Pandaren Water Spirit on first try. No problems and not worthless. Point of these is often to show you something that has worked for the OP and you can alter as needed for leveling or lack of specific pet. If you have a problem with the strat, indicate where the problem you are having is and/or suggest an alternate.

I have to concur with Healboy - this strategy is extremely safe to use and there are not even different breeds involved. If it indeed failed for you, please explain what happened exactly :-)
Remember, critical hits can mess up almost any strategy, it's nothing that can be avoided.

I just tried it myself, and I don't see how it can go wrong, even if your opponent gets lucky with crits. If you can't get a strat to work, please specify exactly what didn't happen as expected, so that we can all figure out how to fix it, if necessary. Without knowing what happened in your fight, we can't know whether it's a condition the strat doesn't allow for, or an error on your part in applying it.

I subbed in Ashstone Core (1,2,1) for the tiny snowman as I didn't have one leveled, and just used stoneskin in place of call blizzard & Crystal Prison in place of deep freeze. I probably wouldn't have needed a third pet (Pandaren air spirit) if I'd had call blizzard, but this still did the trick.
