The RNG stun on Hydraling is a 50% chance, and if it hits you, you're just gonna have to restart. Also, if Shelby crits on Pengu, restart. The stun is a real pain. After 5-6 attempts, finally got past that 2nd pet and then it's easy.
So I'd say it's an OK strat if you are unlucky like me, but perfect if you're usually on the good side of the coin, as there is nothing else that can hinder you besides that stun.

Swap Pengu with Francois. Use Peck, then kill off Shelby with Make It Rain. MIR will then kill off Shelby in one round when combined with Call Lightning.

Note about breeds: I used a HS Tundra Penguin, and it died with Shelby on 4 hp left. However, I still managed to win after finishing off Shelby with a Tail Slap from Hydraling, since my PB Hydraling was faster than Shelby.

This strat failed every time for me, so I checked Wowhead. The issue I had was that I could not get past Tinyhoof's stun X 2., meaning Hydraling died every attempt. This strat worked:
Team:
Sandyback Crawler 2,*,2
Hydraling 1 1 x
Any Slimy Pet from Nazjatar (use Expunge and Ooze Touch)

Shelby:
1- Water Jet
2- Sandstorm
3+ Water Jet until Shelby is dead

Tinyhoof
1+ Water Jet until Crawler is dead

Bring in Hydraling:
If Tinyhoof's hp is full Tail Slap + Call Lightning
If not Call Lightning + Tail Slap Spam

Glitterwing
Continue with Hydraling until dead
Slimy pet:
1- Expunge
2- Ooze Touch
3- Ooze Touch

If Shelby crits with any ability your Pengu will most likely die, besides that, it wasn't too bad. Avoided the stun when I got past Pengu dying :D
