You will need to unlock your Shadowlands Command Table through your Covenant's Sanctum Upgrades NPC. This will cost 500 Anima and take 1 hour to unlock.

Once you unlock the Command Table, you must progress through campaign progress missions until you reach around the level ~30 missions. At this point, you'll begin to see the pets that drop as Adventure rewards show up on your table.
