This wild pet can be found in Thaldraszus as a potential spawn at /way #2025 48.8, 55.7 Razortooth Bear Cub, in the Tyrhold Reservoir area (just east of Valdrakken). It respawned for me in the same exact spot after about 15 mins.

I couldn't see any green footprints of this guy on my minimap in the area around the listed coords, until I flew back to Valdrakken and turned War Mode on. When I came back there were a half dozen spawns on my minimap.
