I created a flying team which works for all 18 legendary pets on argus. Only the strategy steps are different from fight to fight. If you don't use TD Script, note the strategy steps. TD Script is for all 18 pets. So rematch string and TD Script only needs to be copied once.

I didn't have the 3rd pet at max level, but I used it anyway (Fledging nether ray, level 19). It worked but most likely thanks to RNG.
Flock has to hit twice
Gilnean Raven must land one or two Peck, that means ennemy pet must miss a decent amount of time
Ennemy pet only has small HP and lower level 3rd pet can finish off.
But I guess I also could've used a lvl 25 pet with a decent attack as well instead
