In The Transformatory area in Azj-Kahet, several platforms with buildings are webbed to the ceiling. In one of them you'll spot a Trapped Trove treasure. Get in there, avoid the webs, and open the trove to receive Spinner.

On Beta test servers, looting the trove triggered a despawn, so other players can cause a waiting time for you, and it was even visible/lootable (nothing in it, but despawn triggered again) for people who already looted it.
