Interacting with this top hat will give you the pet Lord Stantley. However there is one small catch. If you interact with it while not under the effects of Clacking Claw then he will run away from you.

Clacking Claw drops from Klakatak and is also apart of the Cavern Clawbbering however you don't need the toy to interact with the top-hat.

First get some Fine Aged Cheddar (20 should be fine, but you'll need more later on too). Then go to 52.47, 26.80 in the Caverns, in the box there is a small interactable cheese. You'll get the recipe rat. Every 5 minutes, you'll be able to use the rat and get some recipe scraps. Once you have 30, you can make the Charitable Cheddar. Then run around using it on "Rat". Seems to only be specifically named Rat. I used Tirisfal Glades. Once you hit 50, you'll get the achievement and Roland.
