Don't dps the bosses until the polymorph phase. Sergeant Quackers deems wounded enemies as a dishonorable fight and will not join you on your endeavour.

You'll want to stack underneath Sgt. Quackers where he stands on the wall. You don't need to salute or speak with him, just make sure everyone is Polymorphed.
