You're actually better off not casting Arcane Storm first, just open with Mana Surge straight away. There are actually 3 reasons for this;
1. You will kill Hungry Owl in 3 turns rather than 4 just using Mana Surge, because;
2. Hungry Owl casts Arcane Storm on turn 2 which buffs your Mana Surge, but, if you've already cast it, Hungry Owl's cast does more damage to your Whelpling, so, if you don't cast it first;
3. Your Whelpling will face Hungry Rat with more hp and last a turn longer, dealing a little more damage before it dies.

tl;dr - lead with Tail Swipe instead (tested with P/P Nexus Whelpling)
My P/P Nexus Whelpling still kills Hungry Owl in 3 turns by casting Arcane Storm first; and the 3rd round of Mana Surge hits the Hungry Rat which deals more damage than hitting it with a tail swipe or Arcane Storm. The extra damage from the Hungry Owl's Arcane Storm is removed by leading with Tail Swipe instead. The Owl still dies in 3 turns. The damage done to each pet is 175 if you lead with Arcane Storm; otherwise it is 150. That extra 25 health can make a difference in this fight since if you take an unlucky crit or an extra hit from Quills (or both) it can end the fight in a loss. (edited)

This is far and away the best strat. With a P/P Nex Whelp and a P/P Runt, it's superb for leveling lowbie pets. So what if you take an unlucky crit? That's life. You've got over 50 bandages on you.. well, if you haven't, you're doing it wrong...

I used Nexus Whelping for the first pet, but Tonk didn't work and died to the rat. Instead, I used:

If you swap tonk for Rabid Nut Vermint 5000, use Extra Plating and spam Trash you are more likely to succeed killing the Hungry Rat. Tonk failed several times for me.

That can work but is very random as well, since Thrash only hits 1 times often enough. It worsk better than the tonk, but is still very unreliable.

My Whelpling & Tonk can't deal with them like wrote here. I think it depends on crits. First time my Whelpling die and deal no damage to Rat, second time he hit, but rat had more HP then Ion Cannon damages, so I think Tonk must Missle for solid, anyway it has free turn.
