Kelp might be there to try to recover in the event of a loss. With a P/P, Rip plus Blood in the water will do enough to kill the 2nd and 3rd (HH only 2nd) but I'm not sure rip will do enough damage to make the final enemy pet use it's heal when it means to.
You'd almost be better running a pump/Water jet user (265+ power and 273+ Speed) as a backup so it can finish in the event of a crit leaving you on the enemies 2nd and restart if it dies to the first.

I have only tried it twice but it follows the strategy and worked fine for me. First time I only needed pet #1 to finish the fight.
