The default rarity is the minimum when a pet is learned. For wild pets this is usually "poor". Pets from other sources can be common, uncommon or rare by default.
I'm sure I don't know all the options, and things change over time, but I do know of two US guilds and one EU that have recently mentioned that they welcome people wanting this pet.
