When you've restored the lesser Stillstone Pond Keyflame in Hallowfall (The War Within), Taerry Bilgestone will be available as a vendor for Sparkbug Jar. Buy one for 2x Radiant Remnant (picked up from the ground or dropped by creatures in the Keyflame areas), activate it, and walk south along the nearby water. You will start to see emotes about Sparkbugs taking an interest in your Sparkbug Jar light and eventually see a highlighted Hallowfall Sparkfly that will drop the Hallowed Glowfly when you interact.
