To summon this rare, players with the cooking profession will need to craft the Sparkling Spice Pouch, or purchase the Sparkling Spice Pouch from the Auction House. The Sparkling Spice Pouch is crafted from the Recipe: Sparkling Spice Pouch, which is sold by Trader Hag'arth for 10 Artisan Mettle.

The only ingredient for the Sparkling Spice Pouch is Lackluster Spices, which is a random drop from mobs in the Forbidden Reach.

Once the Sparkling Spice Pouch is created, you will need to find the Spiceless Stew interactable object. One comment on wowhead states it has three spawn points, but the only one I can personally confirm seeing was at the location below, especially given the only logged spawn point for Luttrok on Wowhead is at the same location:

Once you interact with the stew, Luttrok will initially be uninteractable while they run up, then will be attackable.
