1. I'm going to assume you mean for Baa'l to use Murder the Innocent, so I've added it into the strat steps above.

2. Howl and Shattered Defenses both increase damage by 100%. The only reason to use Howl > Surge of Power is if Shattered Defenses has 2 rounds when Chrominius comes in. If Shattered Defenses has 1 round, you might as well just use Surge of Power right away.
