Prowl is useless on this fight, in fact it's useless on almost any fight when paired with a 2-hit move like Pounce as it only buffs the first hit. By using it, you are actually losing damage. Since Mudslide hits pretty hard, you are far better off opening with Rake to mitigate that 50% dmg.
Also, there are instances where your Sapph Cub stays alive for a lot longer so there is no need to waste Headbutt on Rawly, you can finish it with one Smash and save the Headbutt for Stinger.

I used BrightPaw first as per your strategy, and then Spectral Porcupette to finish off. Had random 3rd pet that wasn't used.

I didn’t have the pets listed here at level 25, so I slotted a spectral tiger cub (111, though 112 would work too), a jade owl (221) and twilight fiendling (211 but ended up having no need for it).

enchanted pen and lantern make this a quick fight; just use evanescence at beginning of fight, and on cd.. make sure you have it ready when rawly does his burrow. should be e-z.
