I've only tried this strat a few times (only got Chi-Chi recently) but every time I bring the Tonk in, Mutilator's low enough that a single Ion Cannon is enough to kill him. I've never needed to use Shock and Awe.

A few things to note about this strat: what Remte stated below is helpful to remember and also, when you swap in to the Darkmoon Tonk, don't use Shock and Awe until Sandstorm is over with. Just use Missile until it fades. If you miss with either Shock and Awe or Ion Cannon, you probably will not win the battle.
