The default rarity is the minimum when a pet is learned. For wild pets this is usually "poor". Pets from other sources can be common, uncommon or rare by default.

It's tough to choose which is the optimal breed. All of its abilities work really well with as much speed as possible, but the pet itself scales best with power stats.
P/P gives 341 attack whereas S/S gives just 301 which is lower than most pets that are picked for speed. The speed on the P/P breed is terrible with 236.
If you're in doubt about a Breed these days, why not get both? We're not limited to 2000 total pets any more.
With Blinding Powder and Smoke Bomb, you clearly need as much Speed as possible, so S/S, BUT now you have, effectively, a slow Sneaky Marmot. So, if you already have the Marmot, will you ever sacrifice speed for the small bit of extra power? Anything is possible, but that makes it very niche.
With a P/P, you would obviously take the Trap and Tail Sweep. Trap is hardly ever? never? used in PvE for obvious reasons. Do you ever want a slow Critter with a Trap in PvP?
I will probably pick up both, just 'cos I do these days, for completeness. But I doubt I will ever find a need for either moveset with either Breed.
