I used a P/B Jubling, H/H L24 grey Emerald Turtle, and H/P Benax (not tested on other breeds). With a L25 turtle, this would cover the Family pet battle for aquatic. I suspect (but not tested) any L23+ aquatic with a strong v flying ability could be substituted for Emerald Turtle (for 99XP without hat or other buffs).
