Worked well for me when I had to have the Shadowbarb Hatchling in the team.
Ikky with Black Claw and Flock is also an acceptable alternative to the Zandalari.

Works well in 10.2.0 with the script. Anklerender dies, but blistering cold finished the fight each time (does not seem RNG). My lvl 1 pet reached lvl 6. The fight is repeatable, so you can keep going, but the XP gain is not great. (edited)

It did not work for me. My level 11 Pippin had to finish the fight. I was lucky that it was strong against critter or it likely would not have won the final round. The first two pets died and the Blistering Cold did NOT kill Aqir before it ran out. (edited)

Turn 3, at least with my BB breed Boneshard, always gets a burrow from Aqir.. which means the BONESTORM is totally wasted, is it not? Is it just in here to lower Boneshard's health to time the death rightly?

9.0 Pre-patch: fight and script works as the steps note, with the zand dying but the Blistering Cold should finish off the battle with your level pet getting some XP.

If it's not working, provide detailed information of what went wrong. What would help is a round by round description of attacks done, and how much health each mob has at the end of the round.
Taking a 10,000 ft overview, Boneshard dies at the end of round 4, leaving both Blistering cold and Chop debuffs on the enemy. Zandalari Anklerender / Kneebiter applies Black Claw and then gets one round of Hunting party off. Your raptor willl probably die next round, but the blistering cold dots combined with the debuffs from Black Claw and Hunting party are enough to kill the enemy.

Not working for me either, I think something has changed. My P/B Zandalari kept dying after 1 hunting party. Sometimes even before I could get 1 hunting party off. Then all the debuffs dropped off before the Aqir died. I sustituted a leap after the black claw which garunteed me a hunting party on the next round and that did the trick. Died before I could bring in the 3rd pet.
I was using a lvl 25 Shadowbarb Hatchling 1-2-1 (it's a daily).

1. Your script doesn't reflect your rounds. It will just spam Chop, because Chop doesn't have a CD, so the script will never go beyond the second line for Boneshard. Here's a working script for the fight:

2. I imagine crits can throw this off a bit. If you get more than one crit from Locust Swarm on the raptor, killing it, I don't think this will work (with a leveling pet). Early death on Boneshard might also throw this off, but I couldn't get the Aqir to kill him on the Swarm to test it.

3. I tried this with all breeds of the Zandalari, and it worked fine. The only breed that *won't* be susceptible to 2 crits from Locust Swarm is the P/B breed. If you get three crits from Locust Swarm, well, that's just some bad RNG.

Another option if the Zandalari isn't working is to use Ikky with Black Claw and Flock. I have also had success with that.
