Worked for me first try, one change on your strategy is turn 10 you should surge again as it always goes first so no point wasting a free shot, I actually killed him turn 10 with the second surge with no need for 3rd pet (edited)

Fair RNG, but this strat is the only one that worked for me after trying the 3 otter combo around 30 times.
