This strategy was suggested by user Misty in the comments. This is the only strategy I could find that didn't require a 暮光雛龍女 and worked. Thank you, Misty! A few notes to put your best foot forward for this battle:

Only the 銀色小龍鷹 S/S can be used here (cannot substitute with Golden, Red, etc). Make sure you've made yours rare as they are uncommon when first purchased. The extra bump in health and damage will definitely help!

埃密苟莎 could be substituted for 藍龍寶寶 if your 虛空精靈龍 is a power breed as you will lose power switching from Azure to Emmigosa.

Lastly, make sure 虛空精靈龍 has less health than 藍龍寶寶 and more health than 銀色小龍鷹. If it doesn't, start the pet battle with Nether Fraerie in the first slot to reduce it's health. Then restart the battle in the format above and all is well!

Took a couple of tries but I made it work (I think about 15 times). Used a P/S Emmigosa and a S/S Nether Faerie Dragon.

OP, if you write the actual speed requirement (357) on the pet, the other colours will not be listed as options, as they will not have the correct speed.

Took a few tries, but Quills finally hit the third time to win.
The following script works for the pre-battle to reduce Nether Faerie Dragon's health (in position #1) and also the real battle (with NFD in the #3 position).
Emmigosa in #2 position.

-- Heal the team and ensure NFD (H/P) in #1 position,
-- Start battle, pass, then quit.
-- Start battle, pass, then quit (NFD should be around 900 health)
-- Move NFD to position #3 and then do the battle for real.

Guys the secret here is empowering the life exchange mechanic - start the game with the 3rd pet, get hit and leave the match. Do this once or twice so that your pet is in the 60%-80% HP. This will mean that the life exchange draws more HP away from the boss enabling you to follow the instructions. my 1st pet was green quality and i was able to pull this off without any lucky crits.

Tried 10 times and each time Shadeflicker uses Dodge at Turn 8, so Flame Breath does not connect and the Dragonhawk is dead before the dodge finishes

That probably means that your Silver Dragonhawk is not S/S (or not Silver, lol).
Silver S/S has speed 357, which is faster than the enemy, so Breath goes BEFORE enemy's Dodge.
Easy to cure: buy Silver hawks until you get an S/S one, it's just 50s.

Having said that, my Silver Hawk is so far always dead after 12 Conflagrate: either too many strikes, or a crit.
Upd. On the 3rd try was able to do 13 Breath, but the enemy survived (and killed me) - need to increase the power of my team I guess (my Faerie Dragon is P/B).

While you definitely need to get lucky on that last attack, this strategy does work in 9.0.
