I used the Cogblade Raptor and an Enchanted Broom (2,1,2) in the second slot and it worked quite nicely. Kept Sandstorm up to mop up the deviate pets and didn't need my 3rd pet.

Suggested Strat
Lil' Bling (2,2,1) - Extra plating, Make it Rain, Inflation - Will take out Hiss and depending on RNG, 1st Raptor, then finish things off with Emerald Proto Drake

Iron Starlette never lived long enough to use toxic smoke, leaving dragonling to finish off the fight. Did not work.

Instead of the Dragonling, I snuck in Ikky as my third pet; black claw + flock finished the fight very easily!
