The default rarity is the minimum when a pet is learned. For wild pets this is usually "poor". Pets from other sources can be common, uncommon or rare by default.
It is not currently possible to obtain this pet from the achievement. I completed the achievement today and no pet was awarded - this is a name issue on the achievement which says Purple Stagshell. No doubt they will resolve this when the name is changed either in the log or the achievement. I will raise a ticket anyway.
