These pets can drop from mobs under the Elemental Storm (Water) area of effect. The mobs' portraits will have a 'buff' icon that you can view on Wowhead here. It's very easy in some places to stray out of the storm's area, so keep an eye on the portraits so you don't kill unnecessary mobs that won't drop the pet.
